The No Taxpayer Funding for Abortion Act (H.R. 3), sponsored by Reps. Chris Smith (R-NJ) and Dan Lipinski (D-Il.), would establish a permanent prohibition of subsidies for abortion and health insurance coverage of abortion in federal programs -- both longstanding federal programs and the health care law signed by President Obama in 2010.  The bill would also close certain loopholes that give tax-preferred status to abortion, and would codify and strengthen existing conscience protections for pro-life health care providers.  The House of Representatives passed H.R. 3 on May 4, 2011, by a vote of 251 to 175.  The bill was supported by 235 Republicans and 16 Democrats.  It was opposed by 175 Democrats and no Republicans.  (Seven House members did not vote, and two seats were vacant.)
